Community Development Block Grant Program
The Community Development Block Grant (CDBG) program helps communities like Greenfield meet a broad range of community and economic development needs.

Activities funded under this program must either:
Benefit low and moderate income families, or
Aid in the prevention or elimination of conditions of slum and blight.

Typical Projects

CDBG funds can be used in a wide variety of projects to promote community revitalization, economic development, or improve the lives of low and moderate income residents of Greenfield.

Income eligibility is based on family size; currently a Greenfield family of 4 can earn up to $63,900 a year and still be eligible for most CDBG-funded programs.

Typical projects that can be funded by the CDBG program include:
Housing rehabilitation grants and loans
First-time homebuyer training and downpayment assistance
Park and playground improvements
Infrastructure improvements, including repair of public streets, sidewalks, and water, sewer, or drainage systems
Construction or rehabilitation of public facilities, including Senior Centers
Handicapped accessibility improvements to public (and in certain instances private) buildings and facilities
Neighborhood planning
Historic preservation
Energy conservation improvements
Conversion or rehabilitation of downtown upper-story space for housing
Facade improvement loans or grants for downtown commercial buildings
Acquisition and renovation/demolition of abandoned properties
Business loans that create or retain jobs for low and moderate income workers
Business planning and technical assistance services to micro-businesses with 5 or fewer employees
Public social service activities.


The Federal Department of Housing and Urban Development (HUD) provides funds to the Massachusetts Department of Housing and Community Development (DHCD), which in turn awards grants to towns on either a mini-entitlement or competitive basis.

Greenfield is currently considered to be a mini-entitlement community and qualifies to receive up to $1,000,000 a year for eligible projects. In addition, the Town can compete for additional funds available for specific economic development and housing production projects.
