Municipal Telecommunications Business Plan
The Town of Greenfield sought proposals from qualified proponents for the development of a telecommunications business plan that will provide the Town with the necessary analyses and information needed to make an informed decision as to whether to proceed with the implementation of a municipal broadband telecommunication system.

Greenfield is a community of 17,645 residents located in the northwest corner of Massachusetts at the crossroads of Rt. 91 and Rt. 2. It is the largest population and employment center in Franklin County, which has a population of approximately 70,000. It is the home of Greenfield Community College, a major hospital, courthouse, Industrial Park and revitalized downtown. Currently, an intermodal transit center is under construction in the heart of Greenfield which is planned to provide commuter rail service and an economic benefit to the town and western Massachusetts. The Town is governed by a Mayor and a 13 member Council. A Request for Quotes has been sent out in order to allow the Town to evaluate multiple options and determine the business plan and financial arrangement that best meets the Town’s needs and interests. The Town selected Daniel J. Kelley, principal of Kelley Management Group Inc. to prepare the plan which will be completed by the end of March.

The Request for Quotes will produce a comprehensive Municipal Telecommunications Business Plan for the Town of Greenfield which will deliver actionable steps for implementation of a sustainable, state-of-the-art, cost competitive broadband telecommunication system. This Business Plan will allow the Town of Greenfield to take a leadership position in the development and delivery of state of the art telecommunications services in Franklin County, MA.

This is a community based initiative leveraging business and residential support for delivery of high quality, low cost advanced telecom services over an independent high-speed telecommunications “Last Mile” infrastructure network. All available options will be explored including:

·        The town of Greenfield as a Municipal Telecommunications Services Provider

 ·        Public / Private Partnership with Town of Greenfield as Owner/Operator

 ·        Public / Private Partnership with no Town of Greenfield as ownership or operator responsibilities

The Town of Greenfield is committed to improving the business climate and quality of life for all its citizens. The purpose of this Business Plan will be to position the Town for the near future growth of the business base necessary to support the Towns economic development growth plan. The Town’s goal is to provide high quality, low cost telephone, internet, video, VPN, WAN and other value added services to all residents, businesses and municipal departments.
